Duties
- Develop, modify, evaluate and monitor execution of Human Resources (HR) issuances.
- Follow established standards for policy/issuance documentation.
- Conduct policy analysis and independent research on HR policy related topics.
- Perform internal control evaluations to ensure policy compliance is consistently applied throughout the HR program.
- Conduct independent research regarding procedural guidance to identify potential areas of improvement.
- Interview subject matter experts, observe work processes, and communicate with appropriate staff members to research and analyze information required for the development or update of policies, procedures, and forms documentation.

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- One or two year trial or probationary period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.

Specialized Experience: One year of specialized experience which includes proposing resolutions to operational human resources issues, assisting in the development of human resources policies or issuances, and conducting analysis of current policies to ensure compliance with established regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
