Your New Role - Risk Claims Management Consultant
As the Risk Claims Management Consultant, you will provide consultative and analytical claims adjusting and guidance specialized in liability (tort) claims with responsibility to represent the interest of the state and its agencies to external and internal stakeholders. As a member of the State's claim consultant team, you will support the Risk program reducing exposure to claims and lawsuits against the state. These are claims that have risen, or are expected to rise, to the level of tort litigation.
General responsibilities of this role include:
- Analysis, investigation evaluation, and negotiation of high exposure, complex liability, or state property claims.
- Collaboration with defense counsel and DOJ on litigated matters for case direction and resolution.
- Consultation and advice with state agencies regarding claims, as well as other branches of government, third party insurers and non-state employers.
- Participation in mentoring and workshops on claims, and support planning and development of program objectives, task forces and projects.

The Risk Management Program administers the State Self-Insurance Fund, is the central purchasing authority for commercial insurance coverage, adjudicates all claims filed against the State of Oregon, and provides risk management consulting services. The Risk Management team's mission is to provide the infrastructure and services that support a holistic, integrated, forward looking, and process-oriented approach to risk management, with a state-wide focus on achieving business objectives and reducing Total Cost of Risk.

A skilled professional with expertise in risk management and insurance principles, and with:
- A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, or any degree demonstrating the capacity for risk management knowledge and skills; and four years of professional-level evaluative, analytical, and planning work related to risk management; OR,
- Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
- Risk Management & Claims - Exceptional analytical and conflict resolution skills for complex and high exposure claims and lawsuits; Knowledge of coverage reviews for complex and multi-party claims and lawsuits; Experience with post-claim resolution reviews and presenting recommendations; Litigation collaboration with counsel for defense strategy and resolution, including the ability to pursue and recover monies owed due to legal liability; Keen understanding of various elements of damages, liability theories, priority of coverage assessments; Knowledge and expertise in risk management and insurance principles.
- Investigations & Program Coordination - Knowledge of best practice investigations, evaluations, reserve, and negotiations of complex claims; Program monitoring and coordinating ability; High level of critical problem identification and solving; accurate and credible data analysis and report writing.
- Analysis - Analytical excellence in application of statutes, administrative rules, and case law to claims; Ability to collect, analyze, and interpret data, and apply complex information from multiple sources.
- Communication - Excellent verbal and written communication skills; Demonstrated experience in communicating clearly, concisely, confidently, and professionally throughout all levels of the organization regarding complex issues.
- Teamwork & Professionalism - Ability to work in a team environment and independently regarding a broad variety of work; Ability to tactfully gain cooperation of others; Excellent conflict management, diplomatic communications, and consulting skills.
