What you will do:

An Executive Recruiter at ODHS, is like a maestro to a symphony. You will work in concert with executive leadership to create recruitment strategies that strike the perfect balance and cadence. Bringing community partners to the table, creating transparent interview processes, and identify the future executive leaders that will continue to conduct ODHS' critical work will be essential. Much like a symphony needs the diversity of sound to create harmony, we too need the diversity of partners internal and external to truly recruit and retain a workforce that is representative of all Oregonians. Not only ensuring our executive recruitment processes strike the right chord, our Executive Recruiter will serve as co-lead of the Community Engagement Recruitment Team to identify and partner with community based organization's (CBO's).

WORKING CONDITIONS
  • Remote work or alternative work location will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
  • This position requires the incumbent to work a professional work week where the hours of work fluctuate on a daily and weekly basis.

WHAT YOU NEED TO QUALIFY

Minimum Qualifications (MQs):

A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position. OR

Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position. OR

Six years Human Resource experience related to the position. Four of the six years must have been at the professional-level.

A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

The State of Oregon requires all executive branch employees to complete their COVID-19 vaccination series or have an approved exception to the requirement due to a medical condition or sincerely held religious belief. Successful candidates for this position must submit vaccination documentation or be approved for an exception prior to their first day of employment. Essential Attributes:
  • Ability to promote a culture of equitable treatment, belonging and commitment to fostering ODHS' mission to actively work to foster an anti-racist workplace.
  • Expertise in maintaining clear and effective communication and ability to frame different modalities of communication to diverse audiences including candidates, hiring managers, and internal and external stakeholders.
  • Experience leading stakeholder groups, information sessions, and facilitating community engagement events.
  • Skilled at organization and attention to detail with the management and documentation of executive recruitment processes that incorporate results of needs assessments, input/feedback from various partners, important decision points, and ensuring timely and relevant communication at important junctions.
  • Lead with emotional intelligence understanding that your communication and work style may need to flex and adapt to differing environments and stakeholders.
  • Experience at building collaborative relationships.
  • Ability to develop a talent pool for future leadership positions.
