Job description
The Human Resource (HR) Manager is directly responsible for the overall administration, coordination and evaluation of the human resource function within a Business Unit. The HR Manager will positively influence and impact the organization by building strong relationships and offering innovative solutions. This is a hands-on role, requiring skills in both tactical and strategic Human Resources. The HR Manager is responsible for setting high standards of performance for themselves and others; be professional in both word and actions in any situation; seek new knowledge and experiences; have an analytical mindset that can utilize factual data to develop solutions; be self-aware and adjust accordingly to different environments.
Success in the position requires, a track record of excellent judgment, strategic thinking, influencing skills, and results orientation.
ESSENTIAL JOB FUNCTIONS:
* Develops and administers various human resources plan and procedures for all company personnel.
* Plans, organizes and controls all activities of the department.
* Participates in developing department goals, objectives and processes.
* Implements and annually facilitates the performance management and compensation processes.
* Reviews organizational unique job descriptions every two years and rewrites as necessary.
* Conducts annual salary analysis, analyzes compensation for adverse impact makes recommendations for adjustments as required. .
* Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook amendments on policies and procedures;
* Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations.
* Prepares annual reporting for EE0-1 and Vets 4212.
* Conducts recruitment effort for all exempt, nonexempt and temporary workers; works with supervisors to screen and interview candidates; reviews and conducts reference checks; extends job offers; conducts new-employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews.
* Establishes and maintains department records and reports.
* Participates in administrative staff meetings and attends other meetings, such as seminars.
* Maintains organizational charts and employee directory.
* Evaluates reports, decisions and results of department initiatives in relation to established goals.
* Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
* Ensures compliance with all federal, state and local employment laws.

Experience and Skills
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
* Ability to maintain sensitive and confidential information as required by government standards.
* Ability to interact effectively with peers and supervisors.
* Ability to interact appropriately with the public when necessary.
* Ability to adhere to workplace rules.
* Proficient use of MS Office Suite: Word, Excel, PowerPoint, and Outlook, Cost Point and ADP Vantage.
* May require up to 25% travel to support technical meetings, design reviews, other reviews & meetings and launch operations.
EDUCATION AND EXPERIENCE:
* Bachelor's Degree in related field.
* PHR/SPHR desired.
* Eight plus years required in progressive HR leadership role/position.
* Experience in government contracting industry preferred.
* Deltek/Costpoint experience highly desirable.
WORK ENVIROMENT / PHYSICAL REQUIREMENTS:
* Office environment.
* Ability to stand and sit for long periods of time.
* Ability to perform repetitive motion (keyboarding, 10-key, phones).
* Ability to lift up to 15 pounds.
